You can bid 5D at equial or favorable vulnerability (first column above). If your long suit is Hearts, you can bid game (4H) at any vulnerability with 8+ winners (second column above), but only at Favorable vulnerability with just 6 winners. Entries for 5-level preempts (and even 4-level) should be based on hands where most of the HCPs are in the long suit, such as the one above. The reason is that if the same points are spread around, you may have too much defense to preempt. For example: KQ-A-J8765432-32 has the same number of HCPs as the hand above, but it has too many trump losers and too many defensive quick tricks for a preemptive bid.
